Whost-di Rudnoplu (/whost/ /di/ [transparent] [truth]) is a temperate Town located in the Veláïkulk Principality of the City-state of Tano.

The name Whost-di Rudnoplu is derived from the Gnollish language, as Whost-di Rudnoplu was founded by Thugguhz vyim Yuvnocu, who was culturaly Gnollish.

Climate

Whost-di Rudnoplu has a yearly average temperature of 1°C (33°F), with its average temperature during the summer being a cold 5°C (41°F) and its average temperature during the winter being a freezing -3°C (27°F). Whost-di Rudnoplu receives an average of 205 cm/y (80 in/y) of precipitation, most of which comes in the form of snow during the pleasantly short winter months. Whost-di Rudnoplu covers an area of nearly 5 km2 (2 mi2), and an average elevation of 1664 m (5459 ft) above sea level.

Overview

Whost-di Rudnoplu was founded durring the late 10th century, by Thugguhz vyim Yuvnocu. The establishment of the new community went well, with no major obsticles durring construction.

Whost-di Rudnoplu was built using the conventions of Gnollish durring the late 10th century. Naturaly, all settlmentss have their own look to them, and Whost-di Rudnoplu is no diffrent. The town's buildings feature timber framed wooden shiethed or brick construction, which gives form to a very formalized, rational, expence effishent arcatectural style based on strictly symmetrical designs which universaly feature pitched roofs, shutters, and the occasional column or pilaster for a decorative touch.

Whost-di Rudnoplu is is constructed arround a series of restrictive cobblestone mainstreets which form overlapping circles, with smaller strait roads linking the circiles to eachother at varrious points. The town is protected by a series of wooden fences ringing the town's parimiter, which are likly intended to keep varrious beasts out of town rather than protect it from attack by any intelegent agents. The town's bare minimum defences have recently undergone extensive repairs and renovations, such that the repairwork is imeadiently apparent and can be spotted due to the diffring ages of materials. One can't help but wonder what brought the need for those repairs to the town.

A look arround Whost-di Rudnoplu reveals an abundance of schools, libraries, and other academic structures. Locals can be overheard having academic discussions, as well as talking about scholarly subjects in general. It’s quite clear the town places a lot of value on education and being a learned individual.

Civic Infrastructure

Whost-di Rudnoplu has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Whost-di Rudnoplu. Whost-di Rudnoplu possesses an older civil lighting system consisting of street lamps. These lights provide nighttime illumination to most city streets.

Whost-di Rudnoplu has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Whost-di Rudnoplu's natural decorations nor waterways.

Whost-di Rudnoplu has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.

Whost-di Rudnoplu has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Whost-di Rudnoplu has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Cultural Notes

One or more crime bosses have a powerful influence within Whost-di Rudnoplu. They may control crime within the community itself, or they may use it simply as a safe haven from which to direct their minions elsewhere. Local law enforcement may know all about them, but lack the strength to confront them and their paid or intimidated henchmen.

Whost-di Rudnoplu's chapel was built using a different architectural style from the rest of the town. The style used is characterized by their massive, monolithic and 'blocky' appearance with a rigid geometric style. It was best known for its rough, unfinished surfaces, unusual shapes, heavy-looking materials, straight lines, and small windows. Modular elements were often used to form masses representing specific functional zones, grouped into a unified whole.

In time immemorial, reportedly some time during the late 2nd century a most peculiar disaster struck Whost-di Rudnoplu, causing great chunks of ice to fall from the sky. Whost-di Rudnoplu lost 147 people, 165 livestock, and 52 buildings in the disaster.. The ice rain is generally remembered as the Trepidation Rain.
